Honestly, he looks like a basic troll who snuck in. I didn't see anything else on the server that indicated it to be a troll farm. He mostly seems like a good example of why "free speech absolutists" are being naive. Rather than blocking the whole instance, I'm going to block and report him and see if they do anything - it might be an opportunity for their admin to learn something.
To add to the report, when I glance through his history, he seems to call a lot of people "fucking moron", often as a first response to a new thread. He is extremely volatile, and I would call him a harassment risk.
Also, I've noticed that he has quite a few alts across the network, and this one didn't even come up in my initial search. Perhaps people should check their own servers, to note if someone who is showing up on #FediBlock for this sort of behavior has an alt there.
As @Seirdy pointed out, the Burma.social mods have apparently banned the offending account. As they are actually from the Myanmar region of Burma, I suspect the delay was due to the language, time zone, and connectivity barriers.
As they have banned the troll, and didn't seem to have any other offending content, I suggest a reversal of the #FediBlock, and that anyone who blocked them over this should consider unblocking.

EDIT: as said in replies, this seems to be concerning state censorship of marginalized groups rather than hate speech.
