This happened to me last year. Dad was replacing a part of my windows, used a pump up suction cup to hold the glass in place, per part of the procedure. He didn't like how loose it was, so wet the suction cup to get a better grip...Too good, in fact. The glass was literally sucked out by the suction cup, triggering it to shatter.

Was the 1st sound it banging on the floor or busted out of the opposite building?

reminds me of a time i was walking down hale end road in chingford when someone slammed a window, it split down the middle and glass fell out. i remember seeing that, when i had sight back then. and i hope noone was beneath that window. in your clip.
