People need to recognize that the criminals in swatting are the cops for reacting to unauthenticated reports with violence.

In that respect, it's the same as "identity theft", where the "victim" is actually victimized by payment providers, banks, and the credit bureaus, who failed to authenticate the person they issued credit to or otherwise acted on behalf of.
