is strparse a reusable component that could be put in other projects to get rid of sscanf?

@piggo @DJGummikuh not quite: it provides functions that allowed us to remove the final sscanf calls we had. It is not generic enough to replace all sscanf calls. It could be the beginning of such a function set.
