We fixed some small bugs, did a bunch of work around release note generation (not interesting for end users but tobi had fun), and documented GTS_WAZERO_COMPILATION_CACHE and nowasm.

Please read the migration notes carefully!

This is probably the final candidate before the real 0.17.0 release when we officially enter beta, we're all very excited here in the GtS treehouse!
