the next version of NVDA will be a 64-bit program, so it cannot easily directly interface with 32-bit libraries, and many voice synths (especially older ones) are built as 32-bit artifacts. Eloquence being one of them. This might be a way to create a mechanism for NVDA to interface with such libraries, possibly.
