Imagine a tragic situation - a headline in the news, the 11yo child got infected by rare ameba in public pool and died.

What would you make you more calm?

the first option: ah, apparently they didn't do hygiene or rules or whatever properly before, so we've been at risk all this time? Great.

The second option seems self-contradictory. "This couldn't have happened here" sounds good, but then "as good as possible" implies it leaves residual risk? Otherwise there wouldn't be an "as possible", it would simply say "already good". So which is it? Idk, I guess 2nd "this couldn't happen here" *might* worry me less, but it's ambiguous
