Ok how about a new UI guideline:

You can have a menubar or a toolbar with six redundant buttons just taking up space, but not both.

Notice how this still obeys the rule.
This is just a toolbar, no menubar in sight, unless you collapse the ribbon, then it becomes just a menubar without a toolbar in sight.

The Microsoft ribbon is somehow less obscene than what 99% of Qt apps do today, and I’m not even joking.

Microsoft Word 2016’s ‘ribbon’ user interface.
