I don't *believe* so, but if you follow them on your instance they appear in your TC buffers

for instance there's a follow hashtag button on the page at caneandable.social/tags/nvdasr (if you're logged in)

I do find myself trying to unfollow a person I don't want to see but they only appeared because of a hashtag they used sometimes.
