mesa has disabled it. Fedora follows upstream. As explained in the link.

@jwildeboer “Software patents” are something that simply should not exist, and I have no clue why some Free Software advocates seem to support them.

not major change in reality because to utilize the hardware acceleration you need ffmpeg which has never been available in Fedora because... guess why... yes, software patents.
