Will the discover feature be accessible for public, or it remains only for instance users?

Asking because I am missing public access, but I also understand that this would need adding some user settings, because not everybody wants to be discoverable.

Oh, today I found out that there used to be a directory api and was removed in Jan 31, 2021 😢
