Make sure it has one partition (Linux is perfectly happy to use a filesystem on the whole device, but Windows won't read it), and format it as NTFS. If you are using gnome-disks, first choose "Format disk" in the hamburger menu, then create the partition, and then choose "For use with Windows (NTFS)".
