Matrix supports real-time messaging, group chats, voice/video calls, file sharing, and bridges allow interaction with external services (e.g., Telegram, email, etc.
Delta Chat has no group chats and no real-time delivery guarantees—depends on email delivery times.

"Self-governing; independent."
with Delta Chat you can self-host so you are independent, and rule over your server, you can even self-host in a local network/mesh without even needing internet
as from the point of view of a country this also mean they can have their owm servers in their land and be sovereign as a country
