1. open an issue
2. put only a link to a commit in a fork hosted somewhere else in the issue description
3. refuse to elaborate

* Understand why they ghost
* Articulate your vision
* Set expectations in the contributors' guide, & in auto-replies/boilerplate replies
* Prioritize quick first-level reviews
* Follow up with "resources if you're stuck" checkins
* Build safeguards against cookie-licking
