I remember someone involved in Matrix org saying that this was long-term goal in order to promote decentralization of Matrix by removing big one central point of it. However no communication since then indicated this being some kind of goal which makes me suspicious of my memory.

You remember correctly, and we remain committed to slimming down and decentering the Matrix.org homeserver.
A forthcoming blog post will dive deeper into how we are going to do that. Big picture, we'll maintain the server for continuity and ease of adoption, but make _other servers_ much more prominent and invest in things like account migration, portability, and P2P Matrix.
