I might try to find a student who would like to tinker it around on a fork.

Can you elaborate if this hybrid pdf will conform to the ISO standard for file attachments to pdfs?
Also, given that the latest iteration of the specification for pdf/a also allows for arbitrary attachments, will hybrid pdf/a also be possible?
