A legal solution, but I see a technical problem too: There can never be a new browser engine now. Almost every browser around is based on Chromium, and there are only three engines existing that are usable today. It's impossible to make a new one because the web browser, just to run the modern web, is usually the most complicated program on the computer aside from the OS itself. In many regards the browser is a mini-OS.
