After analyzing more than 1k contracts, the verdict is in and it is clear:
"Our analysis demonstrates that research institutions seem to be 'trapped' in transformative agreements. Instead of being a bridge towards a fully #OpenAccess world, academia is stuck in the hybrid system. This endows the legacy (non-Open Access) publishing houses with substantial market power. It raises entry barriers, lowers competition, and increases costs for libraries and universities."

The #EuropeanCommission is finally considering whether "#OpenSource software (#OSS)…can be used as a foundation for developing the new #publishing platform" for EC-funded #OpenAccess research.

Unfortunately, the new software would merely "underpin" #OpenResearchEurope (#ORE), not replace it. ORE is proprietary software owned by #TaylorAndFrancis. When the EC called for bids on ORE, it did not require open code despite many calls to do so.

This is big. No #embargoes. No #APCs.

"The #EU is ready to agree that immediate #OpenAccess to papers reporting publicly funded research should become the norm, w/o authors having to pay fees & that the bloc should support #nonprofit scholarly publishing models.

In a move that could send shockwaves through commercial scholarly #publishing, the positions are due to be adopted by the Council of the EU member state governments later this month."

#OpenAccess journals, please take heed.

New study: "Using a random sample of 300 English language open access journals, we assessed author guidelines to understand image requirements for submissions…We found that most open access journals do not include disability accessibility elements in their guidelines…While over half the journals had required parameters for image submission, none of them required alt text."
