The Neural voice included in recent versions of Narrator are currently only available to Narrator. We'd be happy to make them available but that is up to Microsoft to open them up at this point.

I live in Minneapolis but grew up in the quiet mountain town of Boone, NC, with a pathetic squat toad named Gregory Bovino. @Melissa BearTrix ah, right, well i dunno, but maybe not. if not, that would turn out to be a real bummer, especially if the other two admins are willing & able to do it. it would be an important consideration for me in my endless agonising about which instance to use as my most comfy "daily" one.
btw, assuming you don't have access, it would be a perfect, albeit unhappy, illustration of my earlier concern:
