Urgent action needed to save secrecy of correspondence in the #EU:

Write to your country's delegates to stop plans for "client side scanning" of your devices, your photos, your family chat by some central entity.

It was nearly two years ago that I wrote this article[1] about the EU #ChatControl surveillance directive on behalf of the @cryptpad team.

Very little has changed since then. Experts in technology, law, and policy all agree that the proposal undermines basic European rights, that it will be abused by authoritarian member states, and that the proposed tech solutions cannot possibly do the job the supporting legislators have claimed.

Nevertheless, they have persisted, claiming the support of "expert testimony" that overwhelmingly consists of unsupported claims by lobbyists associated with law enforcement and defense contractors who stand to benefit financially from its implementation.

A vote is expected to take place on June 19th. These have been scheduled and delayed multiple times already, but this it feels like they might get away with it. There is a lot going on in the EU at the moment, and people are both distracted and tired from fighting this for so long.

I'll try to make resistance easier by collecting some suggested actions below, with links.

@delegatevoid It is easy to bring lots of technical arguments why #chatcontrol is a bad idea. But even if it were technically possible, it would be a catastrophic idea. No government should have an automated surveillance capability built into all private communications -- and images and videos are very much a core part of private communications. Pushing for such automated surveillance of private communications arguably surpasses Iran, Russia and other countries's control efforts.


Sounds like a bad joke but the EU governing council wants to once again legislate #chatcontrol for it's 350 million citizens. According to @echo_pbreyer (EU parlamentarian) the legislation wants to force messengers to prevent users from sending images or videos unless they agree them to be scanned, AI-analyzed and potentially reported to police. The #CSAM clusterfuck just became even more shitty:

Dutch researcher Danny Mekić has looked at #advertising data from #Twitter & says that the @EU_Commission's #DGHome has used #SurveillanceAds based on prohibited data categories to target people with #disinformation about the #ChatControl proposal.

#YlvaJohansson's department specifically targeted people in member states that had been critical of her proposal but excluded people who are likely to value #privacy.

Today, two open letters from academics on the scientific arguments against the current #CSS (client side scanning) initiatives have been released:

* The first (in English, internationally coordinated) one is online at tinyurl.com/CSAScientistsLette… and still open for additional signatures.

* The second (in German, by #Austrian academics) one is online at ins.jku.at/chatcontrol/ and explicitly includes law experts in addition to the arguments from a security, privacy, and AI perspective.

This debate is expected to gain new steam with #Spain taking over the EU council presidency, given recently leaked statements like "Ideally, in our view, it would be desirable to legislatively prevent EU-based service providers from implementing end-to-end encryption" (wired.co.uk/article/europe-bre…).

Please boost on any channels you deem adequate. The discussion is still open, and we have little time to bring it to a more rational level.

End-to-End encryption is one of the good things we have with the current internet and app ecosystems. But it is under constant threat -- be it from EU's #chatcontrol, UK's "online safety bill" or the current renewed "EARN IT" effort in the US: eff.org/deeplinks/2023/04/earn… ....
anyone of these efforts succeeding would be a dangerous dam break. Let's collectively make sure all these governmental anti-privacy efforts fail!
