github.com/purpleidea/mgmt/ can host this kind of cache pretty easily. We do it for installs/provisioning so you don't need to have internet to deploy the world.
Why don't your server have internet though?

in reply to Hubert Figuière • • •Putting my sysad hat on for a second, what I would want from a vendor ideally is either a package repository (ppa, apt repo, yum repo, etc) that I can enable, which integrates well with vendor-provided packages. What I regularly _get_ is a tarball or a loose binary that I have to install by hand, and the dependencies are my problem.
I do think it's reasonable for vendors to abdicate on the issue of limited/no network access. There are many, many ways to do that.

in reply to Owen • • •@owen The package repo are there. But the server that need them is not connected to the outside network. (I'm the vendor here, not the sysadmin)
Providing a tarball of all the RPM for the software is what I envisioned. It's easier than downloading them one by one.
